Position Summary

The Governance and Engagement Liaison supports Council governance and external engagement through the lens of fund development. Reporting to the Chief Executive Officer, this position leads the coordination of the Board of Directors and its committees, equips Board members to serve as effective ambassadors and fundraisers, and cultivates relationships with donors, prospects, community partners, and other external stakeholders. The role ensures strong governance practices while increasing the Board’s participation in peer-to-peer fundraising, relationship building, and community visibility.

Essential Duties and Responsibilities

Board Support and Governance Coordination
  • Coordinates Council Bylaws, governance processes, and policies, supporting timely updates and documentation in alignment with Girl Scouts of the USA (GSUSA), state, and federal guidelines and compliance expectations.
  • Serves as a trusted governance partner to the CEO and Board leadership, translating Council priorities into clear Board and Committee work plans, decisions, follow-up, and accountability.
  • Leads the annual work planning and coordination of the Board of Directors and Board Committees, partnering with Board and Committee chairs to establish priorities, prepare agendas and materials, track decisions and commitments, and ensure timely follow-through.
  • Manages Council Executive and Board central files, including historical and legal files, to ensure continuity, accessibility, and compliance with policy requirements.
  • Reviews Board dashboards, governance materials, and key organizational statistics to identify emerging issues, support informed decision-making, and strengthen Board oversight.
  • Coordinates Board and Committee meetings, retreats, schedules, directories, agendas, materials, logistics, and refreshments.
  • Partners with the CEO and fund development team to establish Board fundraising goals and engagement plans; equips Board members with training, tools, messaging, prospect strategies, and peer-to-peer fundraising opportunities; and tracks participation, activity, and progress toward established goals.
  • Develops Board onboarding, continuing education, and engagement resources that strengthen members’ understanding of governance responsibilities, the Council’s strategic priorities, community ambassadorship, and fund development expectations.
  • Delivers requested Board documents and, when requested, other Council reports to GSUSA.
Council Support & Mission Integration
  • Leads the planning and execution of the Annual Business Meeting, whether virtual or in person, including development of the meeting timeline, preparation of agendas and materials, coordination of staff, Board members, delegates, and volunteers, participant registration and communications, meeting logistics, follow-up, and evaluation. Under the guidance of the CEO and Board leadership, determines readiness and coordinates the transition to an in-person format, including venue, budget, catering, technology, setup, volunteer reception, and conference training needs.
  • Coordinates Council participation in the triennial GSUSA National Convention (NCS), including delegate selection and coordination, training, credential management, and all associated travel accommodations for the Idaho delegation.
  • Leads the planning and execution of Board-led engagement events, including the Thank-a-Thon and Board Retreat, partnering with Board leadership to define objectives, coordinate logistics and participant communications, prepare materials, and ensure each event strengthens Board engagement, relationship building, governance effectiveness, and fund development efforts.
  • Coordinates donor and prospect engagement activities involving Board members, including outreach assignments, meeting preparation, relationship briefings, follow-up, and stewardship touchpoints.
  • Re-engages a portfolio of high-profile and lapsed individual donors, coordinating strategic meetings and relationship-building opportunities with the CEO and Board Chair, preparing donor briefs, and managing follow-up to expand and deepen the Council’s individual donor base.
  • Represents the Council at selected community, donor, partner, and awareness-building events to expand visibility, identify prospective relationships, and create pathways for deeper engagement and philanthropic support.
Other
  • Serves as member of the following internal Council teams: Strategic Community Outreach Team and Operations Team.
  • Adheres to Council and GSUSA policies, standards, procedures and Girl Scout Promise and Law.
  • Supports and promotes the Girl Scouts’ commitment to access and belonging.

Qualifications
  • Bachelor’s degree or equivalent experience preferred. Relevant fields may include nonprofit management, organizational leadership, communications, business, human services, public administration, or related fields.
  • Two+ years of experience in nonprofit management or leadership such as governance, Board or Committee support, fund development, donor or partner engagement, peer-to-peer fundraising, project leadership, or related nonprofit operations.
  • Success organizing meetings, conferences, gatherings, and events that achieve stated outcomes and strengthen relationships.
  • Demonstrated ability to facilitate Board and Committee work, cultivate external relationships, communicate a compelling case for support, maintain confidentiality, and exercise sound judgment and initiative.
  • Treats sensitive information with utmost discretion and confidentiality.
  • Experience working with a corporate or nonprofit Board preferred.
  • Girl Scout experience and bilingual English/Spanish skills are a plus.
Skills/Competencies
  • Excellent writing, grammar, proofreading, facilitation, and verbal communication skills.
  • Strong organizational judgment, emotional intelligence, discretion, and ability to handle sensitive information confidentially.
  • Proficient in Microsoft 365 and able to use donor, constituent, or relationship-management systems to track Board engagement, outreach, follow-up, fundraising activity, and results.
  • Ability to remain positive, adapt, and support others when unexpected circumstances arise.

Additional Requirements 
  • Ability to drive to meetings and hold a driver’s license acceptable to Council’s insurance company 
  • Ability to work flexible hours for meetings, events, and activities that occur outside of traditional work hours
  • Ability to move and transport meeting supplies and materials weighing up to 20 pounds, with or without reasonable accommodation.
