Position Summary
The Manager of HR & Business Services manages all aspects of the council’s human resources (HR) functions and office support needs, including IT functions.
Salary starts at $50,000 depending on experience.

- Work closely with management and employees to strengthen work relationships, build morale, and increase productivity and retention.
- Manage processes encouraging employee engagement including annual performance management and reviews, employee engagement surveys, and professional development.
- Lead strategic enterprise-wide organizational culture investments.
- Manage employee benefits including agent and carrier selection, enrollment, monthly administration, and invoice processing.
- Manage personnel records of all current and past employees and ensure confidentiality of sensitive employee information.
- Manage an effective recruitment program including recruiting, job posting, screening, hiring employees to fill vacant or new positions, and new employee onboarding.
- Manage employee separation notices and related documentation and conduct exit interviews.
- Interpret, administer, propose changes, and publish personnel policies and procedures, including overseeing American Camp Association standards compliance for seasonal staff personnel policies and procedures.
- Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
- Participate in evaluation and monitoring of staff onboarding and training to ensure success. Follow up to ensure training objectives are met.
- Manage internship programs including developing and maintaining relationships with area colleges to connect with student interns.
- Develop and manage HR departmental budgets and corresponding resource allocations.
- Participate actively in the development of an environment that fosters diversity, equity, inclusion, and access through words, actions, and attitude.
- Consult with front-line management, providing HR guidance when appropriate.
- Manage and facilitate All Staff Meetings.
- Perform other duties as necessary or assigned.
- Ensure the provision of business services through the development, implementation, and communication of business procedures and internal controls.
- Oversee management of office properties, including building-related maintenance, inspection, contracts, utilities, and supplies.
- Plan, purchase, and maintain Council vehicles, furniture, equipment (e.g. phone systems, printers, computers, etc.) and supplies.
- Ensure Council record retention is retrievable and kept according to legal standards.
- Oversee the IT services for the Council, and work with council’s third-party provider to ensure IT needs are met.
- Ensure service contracts/leases on equipment are current.
- An inclusive leadership style, and outstanding management skills.
- Ability to work independently and accurately under pressure of multiple deadlines, while being flexible and adaptable.
- Must have exceptional organization skills with attention to detail, thoroughness, and follow-up.
- Ability to interpret policies and procedures.
- Must have expert-level written and verbal communication skills and strong decision-making ability.
- Excellent computer skills including Microsoft Office
- Ability to work a flexible schedule including evenings and weekends.
- Travel throughout Council jurisdiction up to 15% of the time.
- Capability to provide own transportation and maintain valid operator license.
- Human resources certification of PHR from HRCI or SHRM-CP from SHRM preferred.
- Minimum of two years of human resources management experience.
- Bilingual (Spanish) a plus
